The denuclearization negotiations between the U.S. and North Korea have just got onto the right track, President Moon Jae-in said during bilateral talks with Singaporean Prime Minister Lee Hsien Loong, Thursday.

Moon said that through U.S. Secretary of State Mike Pompeo's visit to Pyongyang, they confirmed the concept of denuclearization as defined by the North and that by the South and the U.S. are the same, according to a senior presidential secretary.

His remarks came just a month after the summit between U.S. President Donald Trump and North Korean leader in Singapore, June 12. Since then, negotiations between Washington and Pyongyang have stalled as they have not made progress on a detailed denuclearization process and timeline in follow-up talks.

Moon has been visiting Singapore on a three-day state visit from Wednesday.

"Although the North criticized the U.S. through a statement by its foreign ministry, it was a complaint that the country was sincerely taking practical steps while the U.S. was not taking corresponding action," Moon was quoted as saying by chief press secretary Yoon Young-chan. "This is a strategy that can be easily seen in negotiations."

Another important point is that the corresponding actions the North demands are not relief from sanctions or economic compensation as it had demanded before, but an end to hostile relations and the establishment of trust, Moon said. "This is a big difference from the North's past negotiating stance," the President said.

He said despite a good agreement between leaders of the U.S. and the North, working-level negotiations on detailed procedures may not be smooth and may take time, as shown by Pompeo's latest visit to Pyongyang, which was criticized for having produced nothing.

"Nobody can be optimistic about the outcome. But if North Korea carries out complete denuclearization and the international community makes joint efforts to guarantee its regime security, then negotiations will succeed," he said.

Moon also highly recognized Singapore's role in successfully hosting the Trump-Kim summit, saying the talks were a great achievement made jointly by the U.S., the North and Singapore, expressing gratitude to his host's government.

"The historic U.S.-North Korea summit was held in Singapore just a month ago, and Lee and the Singaporean people offered great help in opening a new era of peace on the Korean Peninsula," Moon said in a joint press conference at the presidential palace of Istana.

Lee said that Singapore was happy to have hosted the meeting, and highly recognized the South Korean government's role in leading the positive changes in the nuclear standoff.

"We are closely watching the situation surrounding the Korean Peninsula," Lee said at the beginning of the summit. "I hope you will successfully achieve denuclearization, and peace and prosperity on the peninsula."

Moon said he and Lee talked about economic cooperation not only between the two countries but also involving other ASEAN nations, which will be part of his New Southern Policy. Singapore is the chair of ASEAN this year.

"I hope cooperation between South Korea and ASEAN will be expanded to a higher level," Moon said.

To upgrade the bilateral relations, the leaders agreed on expanding exchanges of government officials and young scientists and researchers, guaranteeing fairer and freer trade, jointly advancing into overseas market for smart city construction, and supporting small- and medium-sized companies and startups operating in each other's country.

Ministers and heads of state-run organizations of the two countries signed 10 memoranda of understanding (MOUs) on cooperation in these sectors.

Moon also met Singaporean President Halimah Yacob, who offered him an official welcoming ceremony and banquet. The two recognized improved relations between the nations since the establishment of diplomatic ties in 1975.

Later in the day, Moon delivered a keynote speech at the Korea-Singapore Business Forum where about 300 businesspeople and government officials of the two countries attended.

"If complete denuclearization and peace is achieved on the Korean Peninsula, it will open new horizons and more opportunities for economic cooperation between South Korea and Singapore," he said.
